What Is an LSV?

If you’re considering buying a golf cart for your neighborhood, farm, the beach, or in-town errands, you’ve likely come across the term LSV, or Low-Speed Vehicle. But what exactly does that mean — and how is it different from a standard golf cart?

If you are looking to venture beyond your own back forty and want to legally hit the road, understanding the difference between a golf cart and an LSV is essential. This guide breaks down the federal and Georgia state definitions of LSVs, registration requirements, and other key points you should know.

🏛️ Federal Definition (NHTSA)

According to the National Highway Traffic Safety Administration (NHTSA):

An LSV is a four-wheeled motor vehicle whose top speed is greater than 20 mph but not more than 25 mph on a paved level surface, and which has a gross vehicle weight rating (GVWR) of less than 3,000 pounds.

 LSVs are also subject to certain safety standards and regulations.

To be street-legal at the federal level, an LSV must be equipped with:

  • Headlamps
  • Front and rear turn signals
  • Taillights
  • Brake lights
  • Mirrors (driver’s side and interior or passenger side)
  • Windshield
  • Seat belts
  • Parking brake
  • Vehicle Identification Number (VIN)
🏛️ Georgia’s Definition and Requirements

In Georgia, the state definition of an LSV Georgia Code (O.C.G.A. § 40-1-1 (25.1)) aligns with the federal definition, but also includes specific requirements for vehicles to be classified as such.

In Georgia, an LSV is:

Any four-wheeled motor vehicle that can attain a speed greater than 20 miles per hour but not more than 25 miles per hour on a paved level surface and whose GVWR is less than 3,000 pounds.

In Georgia, an LSV must also have certain safety features, and be used primarily for short-distance travel.

✅ Georgia Requirements to Operate an LSV on Public Roads

To operate your LSV on roads with a posted speed limit of 35 mph or less, you must:

  • Register the vehicle and it’s VIN with the Georgia Department of Revenue (DOR)
  • Obtain a Georgia license plate
  • Maintain liability insurance
  • Any driver must have a valid driver’s license
  • The vehicle must pass any applicable inspection requirements

You cannot legally drive an LSV on roads posted above 35 mph — even if just crossing over — unless local ordinances specifically allow it.

⛳ What About Traditional Golf Carts?

Standard golf carts are not LSVs unless modified and certified. In Georgia:

  • They’re limited to speeds of 20 mph or less
  • May be operated in certain designated communities or under local ordinancesDo not require registration, plates, or insurance when used only on private property or in specially permitted areas

If you want to drive on public roads (even short distances), you’ll need a vehicle that qualifies as an LSV.

Yes — but it’s not as simple as just adding seat belts. To qualify as an LSV, your upgraded cart must:

  • Reach 21–25 mph
  • Include all required DOT-approved safety features
  • Be certified and assigned a VIN
  • Be registered and insured like any other motor vehicle
